WHEREAS, the Montgomery County Republican County Executive Committee has been divided since its 2022-2024 Organizational Meeting ended without the election of officers or adoption of bylaws for the current biennium; and
WHEREAS, Republican Party of Texas Rule 8(e) states that failure to adopt bylaws at the Organizational Meeting reenacts the bylaws adopted for the prior biennium to govern a county executive committee; and
WHEREAS, both factions within the Montgomery County Republican County Executive Committee have now agreed to follow the reenacted 2020-2022 Bylaws; and
WHEREAS, the Texas Election Code, Republican Party of Texas Rules, and the bylaws of each executive committee govern the conduct of each executive committee at every level of the Republican Party; and
WHEREAS, the Republican Party of Texas Rules impose several requirements on county executive committees for establishing and conducting Precinct and Senatorial District conventions; and
WHEREAS, the continued division between the two factions in the Montgomery County Republican Party is counterproductive to the Republican cause; and
WHEREAS, the Republican Party of Texas has offered guidance to the parties in Montgomery County; now
THEREFORE, BE IT RESOLVED that the State Republican Executive Committee encourages both factions in the Montgomery County Executive Committee to work together to conduct Party business in that county and to avoid simultaneously called meetings; and
BE IT FURTHER RESOLVED that the State Republican Executive Committee asserts an interest in seeing that this dispute is resolved; and
BE IT FURTHER RESOLVED that the State Republican Executive Committee requests that every county executive committee follow the Texas Election Code, Republican Party of Texas Rules, and the bylaws of its executive committee to govern its conduct.
