WHEREAS, Harris County Commissioners Court adopted the [Rodney] Ellis 3 redistricting plan, which has unconstitutionally deprived 1,125,937 Harris County voters of the right to vote for a commissioner this year; and
WHEREAS, on October 18, 2022, the Texas Secretary of State outlined fundamental concerns raised during the ongoing audit of the November 2020 election in Harris County; and
WHEREAS, the Harris County Election Reconciliation form dated November 18, 2022 presents numbers that do not reconcile and shows that all ballots were not counted; now
THEREFORE, BE IT RESOLVED that the State Republican Executive Committee (SREC) finds that the Ellis 3 redistricting plan adopted by Harris County is voter suppression and violates the Constitution; and
BE IT FURTHER RESOLVED that the SREC finds that the Harris County Democrats have engaged in a systemic plan to deny and abridge the rights of Harris County voters by implementing the Ellis 3 plan and by supervising two consecutive general elections that lacked accuracy and fairness; and
BE IT FURTHER RESOLVED that the SREC finds that the systemic failures in Harris County elections in 2020 and 2022 undeniably led to the significant unreliability of the results; and
BE IT FURTHER RESOLVED that the SREC finds that the November 8, 2022 Harris County general election should be repeated under the guidance and authority of the Texas Secretary of State because the Harris County Election Administrator did not administer a fair election in which every legal vote was counted.
