WHEREAS, 81% of Republican voters asked Republicans in the Texas Legislature to end the Texas House’s current practice of awarding Democrats powerful committee chairmanships; and
WHEREAS, The Republican Party of Texas has clearly laid out a strong list of Legislative Priorities which provide a bare minimum list of necessary accomplishments for the upcoming session; and
WHEREAS, the purpose of Plank 233 of the 2022 Republican Party of Texas Platform is to remove Democrat influence from the process of selecting the Speaker and serving in leadership positions in the House; and
WHEREAS, Plank 233 includes three provisions, which call for not only a caucus vote, but also for support of Republican priorities and the enactment of a ban on Democrat chairs; and
WHEREAS, the current Speaker used the support of very liberal Democrats to ignore the Republican Caucus process last session and declared “the race is over” prior to a caucus vote; and
WHEREAS, the Speaker has publicly defended his choice to put some of the most liberal Democrats in Texas in charge of 40% of House committees; and
WHEREAS, several Republican Representatives have pointed out that adherence to the Platform – in particular Plank 233 – is desirable; now
THEREFORE, BE IT RESOLVED that ALL members of the Texas House Republican Caucus should unify in support of ALL sections of Plank 233; and
BE IT FURTHER RESOLVED that the State Republican Executive Committee (SREC) stipulates that demands for adherence to portions of Plank 233 without equally vocal support for all of Plank 233 are recognized as disingenuous cherry-picking; and
BE IT FURTHER RESOLVED that the SREC calls on all candidates for Speaker to commit clearly and publicly to full support for Plank 233, including and especially a commitment to having only Republican Committee Chairs for all standing committees in the upcoming session; and
BE IT FURTHER RESOLVED that an official copy of this resolution shall be prepared and transmitted to the entire Republican Caucus of the Texas House of Representatives.
